Sophie brings 18 years of experience advising a range of public and private clients on ​strategic and capital planning, public-private partnerships, federal sources of funding ​and financing (TIFIA, FTA, and FRA), and project finance. Sophie has served as financial ​advisor, led projects and managed programs in public transit, high-speed and ​passenger rail, highways and toll facilities. She has worked on projects with complex ​financing structures and multiple sources of funding including debt (TIFIA loans, Private ​Activity Bonds, commercial debt), grants (FTA and FRA capital grants) and equity. Prior ​to joining InfraStrategies, Sophie worked for Transurban, and for Booz Allen Hamilton, ​where she served as practice lead for transportation finance and economics and co-​practice lead for rail and transit. Her clients included several USDOT modal agencies ​and the TIFIA credit program.


Sophie holds an M.A. in International Economics and an MBA in Finance from The ​George Washington University, and an M.A. from the Institut d’Etudes Politiques de ​Paris. She is a member of the Transportation Research Board’s Committee on ​Economics and Finance, and currently serves as the President of the Washington, DC ​chapter of WTS.
