Emma Huang is a Senior Consultant at InfraStrategies with over a decade of professional experience. She focuses her practice on strategic planning, transportation policy, technology, and innovation. Emma is skilled in policy analysis, qualitative research and data analysis, project management, community and public engagement, grant writing, and pilot design and evaluation. She has applied experience in emerging mobility, congestion pricing, governance, equity, COVID-19 recovery, and public transportation systems.
Emma joined InfraStrategies LLC as a Senior Consultant in May 2022. Prior to joining InfraStrategies, Emma spent six years focused on advancing strategic initiatives as a Manager with LA Metro's Office of Extraordinary Innovation (OEI). She was instrumental in developing Metro's 10-year strategic plan, Vision 2028, as well as conceptualizing, designing, and delivering an innovative first/last mile on-demand service with Via. Emma also served as a task lead on Metro's Traffic Reduction Study, which explored the feasibility of congestion pricing in Los Angeles County. Emma has authored several published white papers on innovative transportation subjects, including A Budding Model: Los Angeles’s Flower Street Bus Lane and UpRouted: Exploring Microtransit in the United States.
Emma holds a Master of Public Policy from the UCLA Luskin School of Public Affairs and a Bachelor of Arts from Pitzer College.
