Emma Huang is a transportation professional working at the intersection of strategic planning, policy, and innovation. As a Senior Consultant, she helps transit agencies navigate critical challenges—from foundational strategy to implementing innovative service models and policies.

 

At InfraStrategies, Emma had a leading role in developing Dallas Area Rapid Transit’s 10-year strategic plan, Point B and San Mateo County Transit District’s plan, Moving San Mateo County. Emma was the project manager for Lane Transit District’s Community Outreach and Communications Assessment, which produced a new framework for how LTD will work with the community going forward. She also produced a Transit Policy Research Roadmap for the Northern Virginia Transportation Commission. Her approach emphasizes precise problem identification, robust stakeholder engagement, and evidence-based solutions to achieve impactful community benefits.

 

Previously, as a Manager within Los Angeles Metro's Office of Extraordinary Innovation, Emma spearheaded several groundbreaking initiatives that have shaped industry standards. She led the development and implementation of an innovative FTA Mobility-on-Demand partnership with Via, which was one of the earliest on-demand pilot programs that set new benchmarks for data sharing and service delivery in public transit. Her contributions to Metro's Vision 2028 10-year strategic plan, and Metro’s Traffic Reduction Study exploring congestion pricing in Los Angeles County, demonstrate her ability to drive transformative change in complex urban environments with multiple stakeholders.

 

Emma’s work has been published in Bloomberg CityLab, Mineta Transportation Institute, and the Eno Center for Transportation. She holds a Master of Public Policy from the UCLA Luskin School of Public Affairs.
