Shua McLean is a public-finance specialist with a focus on strategic planning and long-range financial forecasting. Prior to joining the firm, Shua worked on a range of technical studies related to organizational change-management, medium-term financial planning, project financing, and economic analysis for state and local government clients in the United States. Shua has also led efforts surrounding economic feasibility planning, equity analysis, and financial modelling, often incorporating innovative and emerging methodologies in his approach. Shua has an interdisciplinary skillset, serving clients across the transportation, energy, water, and wastewater sectors.
At InfraStrategies, Shua is currently supporting the transit system financial planning for the Charlotte Area Transit System (CATS), the Contra Costa Transportation Authority, and the Culver City Transportation Department. He is also assisting a broad range of municipalities with planning, technical assistance, and capacity building through the USDOT Thriving Communities Program. This work aims to enable communities to advance a diverse pipeline of infrastructure projects that will increase mobility, reduce pollution, and expand affordable transportation options.
Across his broader consulting career, Shua has assisted with sustainability focused initiatives, such as the funding plan for Denver Regional Transportation District’s (RTD) bus electrification. He has also conducted feasibility analysis for the Valley Link Rail Project in the San Joaquin Valley, as well as congestion pricing for the LA Metro. He has also provided alternative delivery and value-capture advisory services for various Reconnecting Communities projects across the country.
He holds a Master of Public Affairs from Princeton University and a Bachelor of Arts from Swarthmore College.
