Strategic Business Plan

With a new leadership team in place, Metrolink looked to InfraStrategies to augment their existing Strategic Plan with a Strategic Business Plan that emphasizes actionable, forward thinking implementation plans. With a multidisciplinary team in place in February 2020, InfraStrategies quickly pivoted to a fully virtual consultant team focused on developing a 30-year Strategic Business Plan and a 10-year Short Range Transit Plan.  Working with a variety of stakeholders through a rigorous engagement and research process, the team incorporated the ever-evolving COVID-19 recovery planning into the plan development, along with a market analysis, financial model, and high-level operational impacts analysis. The plan provides Metrolink with a blueprint to grow ridership, improve service and customer focus and respond to an evolving operating environment, while lowering reliance on member agencies’ subsidies. The Strategic Business Plan was released to the public in early 2021.

Based on the outcomes of the Strategic Business Plan, Metrolink asked InfraStrategies to develop a strategy for state of good repair and capital maintenance work, prioritizing investments and identifying new sources of funding and financing. This task kicked off in late 2020 and informed the budget development cycle for FY2022. The draft Financial Plan was released to Member Agencies and a revised version delivered in December 2021.
