Financial Strategies for Metro Transportation Plan and East Bank Infrastructure Program

InfraStrategies led the development of a financial options assessment and a preliminary financial plan for the $1.6 billion Nashville Transportation Plan. InfraStrategies identified and reviewed over 100 potential federal, state, regional, local, value capture, and private funding and financing options for transportation and transit projects and initiatives. The team evaluated each of the potential options and developed a proposed short list for consideration. The short list was used to develop tailored financial strategies for the City’s immediate, intermediate, and long-term transportation priorities. The Nashville Transportation Plan and financial strategy was successfully adopted by the Metro Council in late 2020. The team’s work directly resulted in the City’s $1.5 million ATCMTD grant award for the Charlotte Avenue/Dr. Martin L King, Jr Blvd Transit Headways and Congestion Management project in 2020.

InfraStrategies is currently supporting the newly created Nashville Department of Transportation and Multimodal Infrastructure (NDOT) in the development of financial strategies for a program of infrastructure and mobility projects along Nashville’s East Bank. The East Bank infrastructure program includes a new north-south boulevard along the riverfront, a new street network, a new bridge, bicycle and pedestrian improvements, future fixed-guideway transit service along the boulevard, resiliency improvements, parks, greenways, and other mobility improvements to support future development in the area, including the Titans football stadium, a new campus for Oracle Corp., and future anticipated East Bank residential, office, retail, and hotel developments. As part of this work, InfraStrategies recommended individual project financial strategies and a programmatic financial strategy to advance the program on an accelerated timeframe, identified key federal programs to pursue for planning and construction grants, and developed preliminary revenue projections for several local funding opportunities. InfraStrategies recommended key financial strategies to NDOT leadership and the mayor, including a federal grant strategy to accelerate key components further into planning and conceptual design. InfraStrategies is currently supporting the development of a RAISE planning grant application for the East Bank program.
